Introduction
The most substantial conventional explanation for the Exeter incident did not emerge in 1965. It arrived decades later, when sceptical researchers argued that the witnesses may have been observing a military refuelling aircraft rather than an unknown object. Yet the theory remains debated. Supporters argue that it matches the light pattern, military activity and geography of the case. Blue Book’s changing explanations
One reason the Exeter case gained such staying power is that the official explanations shifted over time.
Immediately after the sighting, Air Force investigators interviewed Norman Muscarello and Exeter police officers Eugene Bertrand and David Hunt. Major David Griffin’s initial assessment reportedly stated that he had not found a probable cause and regarded the witnesses as reliable. The centrepiece of the argument was the flashing-light sequence reported by witnesses. Bertrand and Muscarello described red lights flashing in a distinctive pattern rather than as a simple beacon. Location is another reason the theory attracted attention. Pease Air Force Base, near Portsmouth, was a Strategic Air Command installation that operated tanker aircraft. What remains disputed
The tanker theory did not end the debate because some reported details remain difficult to reconcile with a conventional aircraft.
