The Air Force’s first formal judgement was that the film showed reflections from two Lockheed F-94 Starfire jet fighters believed to be near Great Falls at the time. What later analysts made of the reflection explanation

The reflection theory did not disappear after the initial Air Force review. Instead, it became the benchmark against which later analyses were measured.

Engineer Robert M. L. Baker Jr., who examined the footage in the mid-1950s, concluded that the simple reflection explanation was possible but not especially convincing.
