According to Frank B. Salisbury’s account, Hicks emerged as a central reporting figure during the 1960s, when sightings around Roosevelt, Vernal and nearby rural areas were being discussed locally. Several factors helped make him the area’s informal UFO contact:

Whether those similarities reflected genuine unexplained phenomena, cultural influence or simple coincidence remains disputed. What is clear is that Hicks preserved enough information for later researchers to identify recurring themes rather than isolated anecdotes.
Why witnesses often preferred Hicks to official channels
One reason Hicks became so influential is that many local residents did not appear to view official reporting systems as useful.
By the 1990s, when the region’s later paranormal reputation was beginning to attract wider attention, Hicks told journalists that many ranchers and residents felt reporting unusual events to authorities achieved little. Why trust strengthened the record but did not prove the sightings
The strongest historical argument in favour of Hicks’s work is not that it proves extraterrestrial visitation. Rather, it is that he preserved testimony that otherwise would have been lost.
His archive gave later researchers access to hundreds of reports, witness drawings and recurring descriptions. It also allowed Salisbury and subsequent writers to treat the Basin as a long-running regional case study rather than a collection of disconnected stories. At the same time, the same qualities that made Hicks successful create limits for historians and investigators.
Most of the reports remained witness testimony rather than independently verified events. In many cases there were no photographs, radar records, instrument measurements or physical traces capable of confirming what observers reported. A trusted interviewer can improve the quantity and detail of reports, but that does not automatically improve their evidential strength. The distinction is important. Hicks helped document claims; he could not conclusively authenticate them.
